I've never seen this but now I've got the "Popeye" song is stuck in my head and being sung with a bad Chinese accent. Thats not easy with words like "Gazookas" and "Palookas".

No, sorry, not a bit like the Doctor. A Chinese fighter in blue shirt and pants with a slightly flamboyant scarf. I imagine a real fan of Asian movies of that era that would know who he was supposed to be, the same way we'd recognize someone resembling Mr Spock or Evel Knievel.
