Ok, seriously, it's because Iraq is mislabeled as Egypt.

In fairness Egypt did sort of annex Syria at one point in I think 1958 through the early 60s they tried some arab nationalist project called the "Pan-Arab Republic" which didnt last very long.

Oh here, wiki has an entry on it...United Arab republic, my bad.
