Oh, this may sound stupid, but I've only watched the anime... who is that in #7? xD; I've seen a lot of pictures like that and thought it was Izaya, but now I'm not so sure.

Oh, that's not a stupid question at all! The person in #7 is what the fandom calls Psychedelic!Izaya, or Psyche for short. He's basically Izaya in a different outfit with a different eye color, but the fans (especially over on Pixiv)have unofficially given him a kinder, and one could say more childish personality than the real Izaya. And it all spawned from the cover of the Durarara!! OST album called Psychedelic Dreams
