Well, as far as I can tell, the Japanese government WAS involved, by funding the police investigation. Kira sparked the interest of Interpol (International police organization) quite early on, and that's when L became involved. Once Kyosuke Higuchi (the third Kira) gets the Death Note, he starts blackmailing politicians into abandoning the search for Kira. That's why Soichiro and crew got fired from their jobs, because they chose to keep looking for Kira. In the second arc, many governments (the USA in particular) are shown as officially stopping the search for Kira as well, partly due to blackmail and threats, partly due to more people embracing Kira's justice.

We just don't get to see much of it personally because the story focuses more on Light and L. ^__^;

In the manga, the Japanese government finally capitulates to Kira not long after the US does - but it's barely mentioned in passing, and more implied than anything else. The reason we don't see it is that, like Serria says, the story focuses more on Kira's actions than on the reactions of the world.

That is true. We are more emotionally invested in the characters than the reactions of others. I just felt as if that was a bit glossed over.
