There are other possibilities like it comes and it goes, we don't know all the between time, or this person would feel that way about most politicians.

This person also happened to lead the fight to keep Illinois from changing its constitution to make slavery legal in the state, and won. Which led to him being shunned from politics in the state for the rest of his life, save for federal appointment. He also got to watch the legislature-appointed State Bank (which the first governor had vetoed, saying the state was not yet ready, but had been overturned) collapse in an insolvent mess. Oh, and the quote came not long after his Lieutenant Governor, Adolphus Hubbard, tried to work out a scheme to get himself the governorship, and Coles a senate seat. Coles refused, but, apparently, this sort of politicking was par the course. Oh, it's certain this hasn't been tried and true, but the fact that Illinois continually falls back to this state of being reminds one of an alcoholic.
