After Ishtar had talked with Cayce and learned about Leon's strange theory on ducks, she decided she'd better find this guy and ask him questions directly. After all, while it had been funny at first, Ishtar realized...she could believe him; Duzell.

So the bulletin board got a visit:

Hello there. If anyone could tell me where I could find Leon

This is Leon. I live in the apartment above the fire station. Feel free to stop by whenever you'd like.

Impulsive as she was, when Ishtar got the letter, she didn't waste time in heading to Leon's apartment. She did, at least, knock on the door before opening it, though.

"Leon!" she called out. "Are you here?"

Leon had, truthfully, expected some sort of warning before people came over. He threw on a tee-shirt, and headed to the door.

"Yes," Leon said opening it. "Who are you?"

Ishtar didn't know, and didn't care, what Leon had been expecting. She cheerful chirped out, "I'm Ishtar. And I wanted to speak to you about the ducks."
