This is actually more of a babydoll style since it has an empire waist and gathering at the top. Tunic usually have no waist and a very simple, straight shape. Have you checked the memories in t_shirt_surgery? You'll probably be able to find a tutorial for a babydoll or empire waist tank that'll work in there.
