You don't mention which culture you'll be visiting but keeping that in mind might help with ideas. Paper plates are cheap, light and make great masks with little skill involved. Of course if you're talking about teens that would be out. Have you contacted anyone "over there" to see what's available locally? Sounds like a lot of fun :)

oh yes, i will be going to Kosovo, Albanians(Muslims) and Serbians (Orthodox Christians.)

i was there last year, so i know they have a [small] grocery store which can be very helpful..although i think we'll have to have everything ready because we will probably arrive a day or two before camp.

thank you, and everyone else for the help!
i will update when we have some ideas/examples!

im not sure if the medium is appealing (but hey, theyre kids!) but newspapers come in great handing with the whole pirate theme (and they are very cheap).
i went to a pirate party recently and made a hook out of newspaper(you basically just cut and sticky-tape the shape) as well as a telescope (although im thinking thats not the correct word. basically i mean the thing the pirate in the barrel looks through and yells "ahoy!" when he sees land). thats easy, you just twirl newspaper around and sticky tape it and then to make it more creative you can make the kids draw an island or what they would like to "discover" if they were a pirate, on a round paper that will fit the end side of the telescope.
you can always paint the newspapers or use some other sort of coloured paper instead.
hope that helps :)

I've done some of those telescope things with the kids i babysit. We used papertowel and toliet paper tubes, you can also put them into each other and make it collapsable-(is that even a words?!) lol

are you going with a non-profit? see if you can get local donations from craft stores and such...

I do craft time at my work and we do a lot of the things that frickinmuck suggested. We've also wrapped their hands in aluminum foil and made hooks to attach. :)
