Is tap water really free in Ireland? Here in the U.S. I get a water bill every month :P

Do people really refer to shower water and such, where the majority of household-use water goes, as tap? Much like the bottled/tap debate that goes on at restaurants here, there, at restaurants/places of business, you can get sparkling water, or tap water - which is free.
