Cos, you know, it's been a while since we've had a Frollo/pretty young girls prompt.:p
Elsa is Frollo's ward. He keeps her hidden away and tells her that her powers are terrible and dangerous. Finally, one day, she sneaks out into the Festival of Fools and meets Esmeralda.
Bonus: There's a parallel scene to the King of Fools one, where people are enjoying watching Elsa's powers, even celebrating them, until they turn against her. Bonus 2: Frollo being a pervy old man. Because really.
