Human AU. Scar and Ratigan are probably two of the smartest Disney villains, and when you combine that with both's raging need to be in control I think you could get some marvelous hatesex (or kismessitude for the Hamsteaks out there). Bonus point for Ratigan being a giant beast of a man who's like a foot taller than Scar and the latter being a super passive aggressive power bottom.
