The kids are homeless after Oogie died, and while he was a lousy parental figure (their assumption that "Jack will beat us black and green" suggests that Oogie actually did so) he was all they had. Jack and Sally, meanwhile, can't have kids because neither of them have reproductive organs. Funny how two problems can solve each other. Jack and Sally very carefully earn the kids' trust, while the kids learn what loving parents are like.
Bonus; some kind of non-binary gender stuff on Shock's part, given that she's wearing a dress and has a feminine voice but the Mayor refers to them as "Boogie's boys". I'm open to whatever works, I just think this needs playing with, and it's one more thing s/he can open up to her/his new parents about.
