Quasimodo/Esmeralda. Esmeralda does choose Quasimodo, thinking that he will treat her well. And he does. He puts her on a pedestal, and practically worships her. This creeps her right the fuck out. She wanted a partner, not a follower. What's worse, his upbringing has produced warped views of women, especially in regards to their sexuality. Frollo stressed more than anything how women were tempting objects of lust and damnation, and the only woman he really grew up around was The Virgin Mary, who has pretty big shoes to fill. He views Esmeralda as an angel, but a fallen one, who can redeem herself if she changes her wicked ways. But Esmeralda doesn't think her ways are all that bad, and she seriously regrets choosing the man who wants her to hide her true personality, rather than the one who embraced it.
