Frollo arranges a meeting with the gypsy king to negotiate a cessation of hostilities. He offers Clopin an amnesty for his people in exchange for Esmeralda. Clopin, deciding that the needs of the many outweigh the needs of the few, delivers Esmeralda to the Palace of Justice, bound and gagged.
