Then REPORT IT sooner. If you heard that she had been attacking and killing people, it'd REALLY help if we heard about it. We can't do anything if you don't tell us. There is not enough of us to go around and monitor every goddamned thing in this city and we rely on reports to get our attention.

One, it's illegal to kill anyone anywhere.
Two, hunting in the City is not allowed. As far as I'm aware of hunting in the forest is.

As for Marishka, I'll take her into custody, pending an investigation. Do NOT release her. Whoever this Dr. Goldsmith is, he's not any sort of authority.
