Oh I forgot to tag this... So Japan arrived at the meeting early as always, but held his ideas for a while. Once everyone was in sight that he assumed would be there, he folded his arms and rose his voice to speak.

"I believe the Watch should have a bit more voice in this world." A pause. "What I mean to say is... What is it that we actually do? Is everyone involved? This is not a game and I do not believe the title should be so simple."

Wow Japan so bossy.

He stands and listens to Japan's words, agreeing what the nation is saying for the most part.

"As you well know, we attempt to protect the people living here... even though the difficulty has risen with everyone being more spread out. Unfortunately, even with the additional members, we're still shorthanded."

"Shorthanded... perhaps so." He looks over to Kresnik. "But the population of those of us in this situation has dropped significantly as well, hasn't it?"

Actually, maybe he was sounding too demanding here. Another pause. "Ah, what I mean to say is, when there are less, more effort should be put in to make up for it. Though I personally am not sure what there is to do... ...More communication would be nice, rather than Kresnik-taichou being the only messenger."

"Yes, I estimate that the population is just a third of what it was. However, there's been an increase in monster activity these past few weeks, though many of them disappeared with the fog."

Kresnik didn't mind Japan's questioning. "I agree." A pause. "I was contemplating of having two second-in-commands... where each person is responsible for the city they're assigned to."

"A commander per city?" He pauses to blink at that. Hm, the idea was interesting... "What if one is sent home?"

"Yes, with each leader responsible for the Watch members in that region and for the general welfare of the people there. If one of them is sent home, then we'll decide a new person to replace him or her."

"I could understand such a thing, but I wonder who would be so dedicated to stay in one city no matter what..."

"They could visit the other cities as well, but their main focus should be on the area they are assigned to."

"I suppose that sort of arrangement could work."

"...Any suggestions for this idea will be taken into account."

"Hm... I am not sure what I could bring up." A thoughtful pause. "Kresnik-taichou knows to simply not trust everyone, I am sure. But trust does not guarantee anything either. They would be slots that would have to be filled by those trusted and ambitious enough to keep on such a job. One that people will respect or listen to, as well. ...An order for if Kresnik-taichou left should be set, as well."

He nods, agreeing with Japan's words. "...In the case that I should leave, I feel that I can trust you the most in handling the Watch."

He sort of blinks at that, and then nods slowly. Well, he's been around for plenty of watch leaders to leave, but none of them have ever said that. "I see... I will do my best."

"In addition, you've been here longer than the other Watch members."

"Ah, yes, that is true..."

Hi wow.

Germany will approach Japan once private discussion begins, and after Kresnik has spoken with him. He looks a little anxious at first, but finally manages to make that final move forward and address his future ally.

"Excuse me, Japan?"
