Tulio, on the other hand, was not full of energy. Sure, he was going to the dance with Chel (or so he thought) but she was so distant lately. Not that he'd been actively chasing after her, he tended to avoid problems.
Being caught up in his head made him distracted, quiet, so it took him a moment to notice Clopin's hat near his feet. But before the gypsy could grab it he reached down, swiped it, and held it up high above his head with a big ol' smirk on his face.
"Look what I found! Hmmm... finder's keepers?" He had a lot of height on Clopin so it was easy to keep out of reach - unless Clopin got creative.

"You fiend!" Clopin gasped, hopping for his hat a few pathetic times. He stops, glares at the offending hat, then at Tulio, then at the hat, then back towards Frollo.
He leans in. "Do you really want me to 'distract' you in front of the judge?" He asked.

"Hmmm," Tulio had to quirk up an eyebrow at that. On one hand, Clopin distractions were fantastic. On the other hand, nothing around Frollo was appealing.
"Why is he here again?" He lowered his voice to say that.
Frollo was, to put it delicately, about to retch out of disgust with his present company. A dolt, a fool, and a temptress witch. Individually they made up his least favorite people at the Academy, but as a group... he hadn't even bothered to consider them that way. The thought was too horrible to bear.
He pushed past Esmeralda to take the lead ahead of them, his hands clenched into fists at his sides. Better to set the pace and get this group on the move than watch Clopin turn cartwheels.
She gladly let him without another word, and she wasn't about to drop in on Tulio and Clopin's flirting either. Someone wasn't told he'd be coming on the trip with them. It didn't occur to her that whenever the both of them had ever met anywhere, whether it be the library, his office, or on this trip, there was always some sort of instance where he brushed her, or somehow in any shape or form, made contact with her.
Frollo glanced over his shoulder to see Clopin and Tulio glaring at him with unconcealed suspicion. How was it that he was seen as the most questionable member of the group?
"Come along," he said briskly, "there is no reason we cannot complete this task in an hour."
Clopin clapped a hand on Frollo's shoulder. "There's no reason why we should rush, either. I'd rather take my time and have everything right the first time then hurry through and miss something,"
Clopin smiled and dragged Frollo away from La Esmeralda. "Would you believe Tulio hasn't even begun shopping for his suit, yet? You be the judge- tell us what he should wear,"
