I disagree. The only character development occuring deals with Arika and Mashiro... and Arika is stuck in such a dire state of extreme asinine stagnation right now that it doesn't count. Not only that, but neither of these characters is really distinctly likable. Sunrise could have spent time developing other characters. The cast of Mai-Hime was large, but we got to know each of the characters. Mai-Otome has a larger cast, but we haven't really gotten to know any of the characters well - and the ones we know kind of well are still less in number than Mai-Hime. Character development for teh lose in Otome.
