If the ship's proper operation has not yet been effected, how did we get to New Vulcan?

Perhaps you should ensure that the ship works before making illegal modifications that, by your own admission, will do nothing to address the problem.

I am suggesting that you focus on effecting the proper operation of the Enterprise. Should not ensuring that the ship works correctly be the first priority of its chief engineer?
