Harry observed the interaction back and forth between the man and Malfoy. They were at a Muggle café, and with the way the man was reacting, and the way Malfoy was not-Harry had a reason to believe that the man, too, was Muggle.
Why was Malfoy friends with a Muggle man?

He watched as the man glanced at Malfoy, looking utterly embarrassed. Malfoy smiled and gently shook his head.
Great! Evidently, Malfoy found all of that endearing and not for once, did he scowl!
Malfoy didn’t scowl. He was smiling softly. Endearingly.
