Step 1: learn to talk in English. Step 2: learn to think in French. Step 3: talk in French. Oh fun! I can do this. I can't talk about Step1 as I am still in learning process *lol* But with my recent experience, I have to say. Learn to talk first. Only when your brain heard and recognized enough of the "new stuff", it is able to store it long term. When you dream in French, then you say you have some level of French (It took two years after I came back from the States that I dreamt in English and remembered it)
Your English is pretty good, though. It seems pretty fluent to me, and that's awesome how you dream in English! I can't remember if I have, but I'm thinking not, since I don't remember. :( But I know girls who've actually been to France have said that they dream in French. How cool is that?! I'm excited now.

I am training my English daily, so I have practise. I think I am quite fluent in speaking but I hardly speak English anymore, so I am afraid, it is a bit rusty.
Dreaming in a foreign language is the indicator that you actually speak the language.
French TV. Our French teacher in highschool made us listen to French radio news and you can't believe how fast they are talking.
