The best way to learn the things you aren't supposed to know is to go where you aren't invited. Charlie has been to many places he's not been invited. Though all he suspects he will learn is that: a) the Bar has a house of ill repute; b) someone is hosting a birthday party here. But even that is knowledge, and could be useful.

You could say that, there being free food and free drink, a pirate would of course gravitate to the party. Or you could be polite and say that Gibbs is here out of his deep respect for Mal and his lesser but still present fondness for Inara.
Either way, Gibbs is here, has a full mug of rum, and is enjoying himself.
