Yeah. Um. It's a section of a city where a bunch of people with the same nationality usually live. Generally they're not too rich. And in the old European cities it's where the Jews would live, though nowadays we usually associate it with things like "Yo yo yo whassup my homies!" *impromptu gang symbol goes here*
