Interesting claim about the Texas State Constitution

A few years back Texas adopted the following amendment to Article 1 (The Bill of Rights) of its State Constitution:

From the link there, the AG candidate says "She also said that another constitutional amendment may be necessary to reverse the problem. " RTFM! You can't! You've got to reboot/reformat the state to get rid of it!
