Indeed it is. That was on Tuesday. I've seen nothing further on it, so just googled "Baltimore policing" and found nothing more recent. In fact, the latest Baltimore "Sun" article is from a week ago: http://www.baltimoresun.com/news/maryland/freddie-gray/bs-md-ci-police-budget-20150527-story.html#page=1

I suspect Baltimore authorities don't want to precipitate even worse police reaction -- and are hoping that behind-the-scenes mollifying the cops may bring them back. (Which is disgraceful... but I certainly don't envy the mayor and Commissioner A.W. Batts, who have to live with what emerges from the political process.)
