Ah, no. It's not exactly hell though it certainly comes close at times, and if there's anyone named Samiel in power, I haven't heard of them.

It's the City, a place that collects people regardless of whether or not they are alive.

Someone is bound to give you a guide, that will explain in more depth.

I got a guide, I think. But it still makes very little sense. A whole place, collecting people? It sounds like we are used for some kind of complot. It could be beneficial for Millenium, I should try to learn what I can.

I did not believe there to be nothing, just not this. When Samiel, the devil, takes you with him, you expect hell - not a city.
