Me and my friend have a problem here XD He is in love with one of my best friends and he doesn't know how to tell her that XD I mean...she already knows it and he knows that she knows it, but they want to make it offical XD And since they're both very good friends of mine, he asked me what kind of...proposing (:P) would make her happy and he claims

well, because you're their friend, I think you can think of something that she really, really likes or something that can make her swoon? Then tell that to your male friend. Like

Hmmm... Not an expert at the subject for various reasons, but here's what I'd do.
Either write a poem (I love poems, but that's just probably me) or, like I used in a fic a long time ago, ask what she thinks is the best date ever. For (lame) example:
Guy: What's your idea of a great date?
Girl: Going out for a drink.
Guy: Can I buy you a drink then?

I'm actually full of all kinds of ideas, but they're all lame and stuff, so I'll never mind^^
