They allow wanted criminals and ninjas from enemy villages to freely roam their streets...

Oooh, should we pay them a visit? They have a lovely monument to Kages past, we hear - how pleasing it would be to see that monument blown up into a billion glittering pieces! When we get a free day, we'll do just that...yeah.

Hmm.. Perhaps we should. You could make revisions to their monument while I supply you with a bucket of blood red paint...

Oh, no, paint won't work. Why do you think we were so interested in the Ichibi? When we paint, we like to use real blood. They didn't like that much in Earth Country...yeah.
