Why can't we make all new houses above average?

Not houses maybe, but schoolkids, certainly. A series of educational policies have ensured that today 80% of children do better than average for their age.

This is apparently a triumph for the British Educational System.

And I'm not making it up.

Well, there's no reason in principle you couldn't make all new houses above average; this would reflect a continuous increase in house quality as we learned how to make them better and didn't forget previously learned lessons. As you kept doing it the average would rise and you'd have to do even better in future.

All sounds terribly unlikely in practice, but there we go.
