Yes and no in regards to the education issue. It's likely the reason why self education is so important.

There is a great deal that can be learnt, if given the right texts, but even Grags need other Grags to teach them.

There's no shame in forgetting one date or another, if you ask me. I've come across so many different ways to measure Time and events that it all seems a muddle any more, and I certainly don't expect anyone else to keep track.
