Welshman claims to be Apache

A man on trial in Swansea, Wales, for illegally possessing badger paws and eagle wings is claiming as part of his defence that he is "a member of a Native American Apache tribe" and "lives with these communities in summer". It seems he's appropriated the name of Mangas Coloradas, who was an important tribal chief in the 19th century

I don't understand that statement. How do the feds have jurisdiction? Or is that statement a misinterpretation of a decision about immigration or visas?
