Um, Jews do this too. You have to pay to be a member. You don't have to be a member to go to services. It's like American Express: Membership has its rewards (or something).

I think VPB is a bit of an idiot.

thing is, this is true in (most) protestant churches as well. it's not necessarily explicit, but if you want to take an active part in the governance of the church, you have to tithe or contribute in some practical way to the church community.
