Maybe it's different in England, but most streets the even numbers are on one side and the odd number houses are on the other.

After all the Order member's and our heroes were so welcoming to the foreign visitors during the Tri-Wizarding tournament. Making friends, spending time getting to know them. going to classes together. Oh, wait that didn't happen did it.

Street numbering is the same in England, odd and even numbering on different sides of the street. However, this is Grimmauld Place, so it's probably a London square, and those could be numbered as Harry describes.

Hermione went out with Krum, and Fleur fancied Bill. Shipping is far more important that politics.

Harry was left wondering where Ron and Hermione’s letters were back in CoS. True, it turned out that Dobby was keeping them from him

And it doesn't occur to muggle born Hermione or Harry to try using the telephone or "muggle post".
