Shocked and exhausted Harry lands on the grass (he can tell by the scent). From what I can tell, Albus and Cornelius were immediately with him and 'Moody' joined them very soon after. So Barty frightened off those who might have prevented Harry from winning? Who were those?

Maybe he was summarising his actions for the entire year; including the champions he hexed in the maze.

So again, why didn't Barty Imperiurize Viktor to stun Cedric?

Well, Barty does Imperius Viktor to 'finish' Cedric:

    I put the Imperius Curse on Krum, so that he would finish Diggory ...
But maybe that's as far as the instructions went; so Krum used whatever spell he thought of first to do the deed. The Cruciatius curse. Naughty Viktor.

I have to laugh at re-reading Barty's comment here:

That's why Barty taught Harry to resist Impeius, and why he made the Portkey bidirectional. He wanted to give Harry the chance to escape once Tom made use of him, so that *he* could be the one to kill him, and thus earn his master's undying love.Nah, that's way too thin. Nah, that's way too thin. A Harry who could escape two minutes after a resurrection could have equally been a Harry who escaped two minutes BEFORE the resurrection.I said he wasn't sane. Or maybe he wanted harry to return because he wanted to be sure to hear what Voldemort said about him ( ... )

I think I may have a reason for making the portkey two-ways that could be considered completely sane. Voldemort specifically wanted Harry's blood for his ritual, so what would have happened if any of the other three champions had reached the cup before Harry did, despite Barty's efforts to hinder them?

Without Harry, Voldemort couldn't do the ritual, and, without the ritual, Voldemort would remain in a weak and vulnerable state. Thus, if one of the other champions had arrived in the graveyard instead of Harry, it would probably have been in Voldemort's best interests to simply obliviate or kill hir and send hir right back to Hogwarts.

But that would still not have brought Harry to him. The cup would have materialized with the (body of the) champion outside the maze - and then what?

"What map is this?" It seems neither Remus nor Sirius told Albus of it over the last year. No need to hamper Harry's chances of wrong-doing. Even if such foolishness might endanger him needlessly.

But it seems neither did Severus. Though he did catch harry in (minor) wrong-doing.
