In America you more often have to prove said person that matches these numbers is alive. My small town afforded a number of folks who continued to lead active lives long after their funerals. Social Security, disability, and of course voting, did not stop simply because one passed away. No, one's memory was kept alive by others in the family going through the motions for you. Needless to say G-Men never thought it was a fitting tribute.
