He's an older man, with a mustache, a hat, and a long coat. He wears spectacles... he'll answer to Quincey Wallace.

[He starts searching about for a stick, seemingly with the objective of trying to knock the pokegear out of the Gastly's grasp.]

From what I've heard so far, no one has seen anyone like him, which is truly unfortunate.
