Going from

Start with your image.
This is the one I am using. Crop it to 100x100, or whatever dimensions you will be using. Then duplicate that, and set the duplicate to "Overlay, 100%". We want the image nice and bright. Merge it.
Now for just a little brushwork. On a new layer, I used a bit of
this brush by
Ca-Pris (Like
this, black background added for visibility).
Now duplicate the 'base' image (
This one, made from the normal and the overlay layer). We are going to Gaussian Blur the heck out of it. I believe I set mine to about 6, but it depends on your image. But we want it really blurry, like
this.
Set that to "Overlay, 100%"
Light texture time! One with lots of color, like
this one (by ???), works best. Set your texture to "Soft Light, %100"
Now we're going to add a spot for text, tiny text, brushes, whatever. I used the Rectangular Marquee Tool and made a selection where I would want the stuff. Make it just a little bit bigger than you think you'd need, since we will be blurring it (Like
this).
Then simply Gaussian blur it until you get the blurriness you want. Once again, I believe I used about 6 or 7. It should look something like
this (Black background once again for visibility).
Finally, brushes and stuff. First, I used
this brush, by me (Yes, I know it's the Sanbantai flower and not the Juubantai flower. But I support GinRan like whoa) in a color I took from the image. Then I used
this brush from
Fangirls_Inc in a slightly darker color.
And that's it! Remember to play around with opacities and stuff!
EDIT: Ah, poopy. I forgot a step. That first brush step...The one with
this brush? I forgot to say to set it to "Soft Light, %100". I was beginning to wonder why it looked diffrent.
But either way works. Leaving it normal will give you a more distinct brush, and setting it to Soft Light will give you a softer brush.
