Actually I have no problem with the winter heating allowance being means tested - if our government follow suite I will happily give mine up for the money to be used elsewhere, as we can pay our heating bill without it.
And was it Rod Stewart some years ago who pointed out that he got it - and it was impossible to refuse it... (He did add that he then donated it to charity, but thought it would be much more sensible if he could just tick a box to say he didn't need it - or if it was not paid to those in higher tax brackets.)
