Arrogant children with toys running throughout the time stream mucking things up for their personal entertainment or advantage. They'd been kept very much in check while the Time Lords were around, and since then they've been a constant thorn in his side.

You're wasting your time. The vortex of this universe is completely different from the one that machine's calibrated for. And no, you can't recalibrate it to operate in this universe, an entirely separate vortex is far beyond the capabilities of a vortex manipulator. [That might actually be open disdain.]

Right. So recalibrating isn't an option, but what about building one from scratch to work with the vortex in this universe? Same parts and pieces, right?

You'd need a sample of the vortex to calibrate a machine to it, and you can't get a sample of it. [Well, maybe they could, if they could sample the...Force, they might be able to. But he's not about to help a Time Agent get a vortex manipulator to work.]
