I bought a blue shade from MAC a while back, and I loved it. My rules for blue follow pretty closely along with yours. I also generally used it as a combo with another, such as here..

I have a bit of a 6 year olds approach to makeup. I think bold and bright is great, and that any colour can be pulled off as long as it's done right. Hope the blue works out for ya! I can totally picture you using it in a more sultry way, as apposed to my, "OMGCOLOUR" way.

i absolutely adore blue eye shadow! and purple and hunter green. you can pull off anything as long as you are mindful, and you obviously are!
