Well, there certainly seems to be some truth to that. I suppose it depends on the poet's talent. If some sort of meaning or feeling can be conveyed (or if the poem "is" something rather than being about something, the way a haiku is supposed to be) without the poem being muddled by language or structure, I think that is indicative of real talent.
