Kill wardens, kill inmates, kill your friends, kill for revenge or for fun or just to see someone spend their last energy trying to figure out what hit them.
I assume you mean the Admiral, though. I think if he had a brain he would be broadcasting by illusion from somewhere far away, but he has been effected by floods, so he is here. No one can kill him until he is found.

If he's not present on the ship-and I doubt he's even a he-he has an investment in the system. And that investment seems to be in keeping it closed and chaotic.
Break the system, and someone has to come calling.
So, what? You want to sit back and let everybody else exert the effort in your stead? Pretty rousing talk for someone who's not interested in starting a coup.
