I am working on a strain of plants that will rapidly mutate and spread. Ideally they will create a base from which the more natural flora of a world can re-assert themselves.

Reminds me of the flora of Skaro. Varga plants, they're called, part mobile plant and part infectious disease. They're quite effective at population control, if nothing else.
