Does anyone remember "Doctor Video?" If you're not from the Richardson/Garland area, you probably don't as it was only one video store. But they had quite insane commercials. The long shot is you could try to hit all the garage sales and buy any used blank VHS tapes in the odd hope that one of them might have it.
Or better luck would be to call your local station that carried this guy and ask them if they had anything in their archives.

I doubt the station would have any archives, as this commercial was purely very localized, almost 20 years ago, and I don't even know what station I saw it on.

Strangely enough I found multiple stores called "Dr. Video". Many of which were electronics repair places, along with a video rental store in some far off state.
