Well, they've just run into Long Feng -- as a teenager, since the majority of the trainees tend to be between sixteen and eighteen. So it's during the war.
The suggestion of making sure Long Feng doesn't come to power REALLY would not work for these guys at any rate. They are, after all, Dai Li trainees. Were it not for Long Feng's Dai Li, Lanh, for example, would still be a Lower Ring pickpocket -- or worse, dead.
Chatri is foreign and doesn't give a crap about Ba Sing Se politics; Alak is probably the only one who would be better off. And it's just not in his personality.
All three of them are going to take steps to avoid changing the time stream, especially Lanh and Alak, who are native to Ba Sing Se. Anything they do could affect their eventual births.
Really, the point of this is not for them to change stuff. It mostly started as an exercise in making them go WTF.
Oh. So then it's more like OC torture? Well, then that allows for more hijinx and antics. Perhaps they find that Long Feng once upon a time fancied himself in love, and knowing that they shouldn't meddle, they don't. But just seeing Long Feng, young and in love and almost human, is just beyond freaky. One of them starts to develop a twitch.
Maybe you could take a page from 'Back to the Future' and Alak or Lahn's mother meets Chatri, and she likes him. It'd be an interesting take on 'Bros before Hoes'. Mother Lahn and Papa Lahn haven't made it to steady ground in their relationship yet, and then Lahn starts panicking or something. On one hand, he wants to make sure that his parents get back together (and his mother stops looking at Chatri like that). On the other hand, he might be doing more harm than good.
Random thought, wouldn't it be cool that they're the reason the time stream happens? Like, it was always a closed loop and they were always there inspiring Long Feng to do his thing. And that was the point for the exploding spirit guy, getting them back to where they got the city on its eventual path.
Hmm... A plot...

How about this: the guy the Dai Li Trainees were chasing was a time traveler and they were caught up in the time jump with him. (Time jump via magical object, a map or something.) The Trainees now have to stop him from assassinating a young(er) Agent Thanh while pulling the wool over Long Feng's eyes.
I always got the impression that Thanh had trained Long Feng and Xin Wan.
Is Liu going to be in this? He's my favorite. I don't know where he was born. Is he even in Ba Sing Se yet? The trainees have only met the scared, always-lurking-beneath-the-lake Liu; never the handsome, SPEAKING, Liu.

I am totally using the time-jumping assassin thing now. Though he'll probably go for both Thanh and Long Feng himself. After all, Long Feng is still a boy in this. Theoretically less dangerous.
Sadly, I am not sure if Liu will make an appearance -- he's a good decade younger than Long Feng, so he'd be about five or six. (Hyo-sir hasn't even been born yet! :o)
Xin Wan, however, will be making an appearance -- as will Chet, the Commander before Hyo-sir.
