-Limitation of accessible information: Many users will have their ability to collect different sets of data (such as political platforms of individuals running for local office or product reviews for two competing products) limited by how much bandwidth they are provided by their ISP.
This impairs the public's ability to collect information from different sources and make informed decision with regards to consumer products and political/voting choices by skewing the information flow in favor of the party that is more willing to pay the ISPs for greater bandwidth.
-Segregation: High-throughput net applications (streaming video and social networking) may become difficult for people at lower income brackets to access (due to ISPs charging higher rates for more throughput), leading to a "ghettoization" of internet use

(Some people want mandatory service in order to Straighten Out Those Young Tearaways. I can think of potential downsides to aggressive youths learning tactics and organisation.)
