The Lieutenant did his best not to think about that, as he forced order on those trying to help the victims of the riot. With Soe at his side to intimidate by sheer size, the Lieutenant organised the victims by simple triage, then placed himself among the worst wounded. He'd only graduated a year ago; the knowledge imparted on him at IN was still fresh in his mind.
Three would die unless they received attention from a waterbender.
He did what little he could for them, making them comfortable and sending Soe off to try and get medical help.
He was in the middle of stitching up an arm when a sharp voice informed him he was under arrest.

One of them did, unfortunately. However, the Lieutenant knows how to handle being arrested and quite reasonably pointed out the people in need of care and waterbenders were brought in by the fuzz.
(This is Early Stage, so we're not quite at "All Bending Is Evil". We're still in "Yeah Can We Have Some Representation Please?")

He does! He is so incredibly well-trained. I mean, even when Amon bloodbends the everloving fuck out of him and then throws him aside like trash -- even through pain, heartbreak, betrayal, and slamming into a bunch of wood before falling to the floor -- he doesn't let go of the yantoks.
(I am not sure! I suspect the answer is 'it never got to that point'.)

(He's gone down to dehumanizing some benders by the time of canon, going by your Intan fic, but does it stretch to all of them? Does he still acknowledge some bending as useful but hates the users?)

(I think that it does -- and not just benders, again with Intan, but former benders too. Unless Intan is just special by still hanging around afterward, but I'm pretty sure it applies to former benders. And yes, bending can be useful. But in the long run, it's more harmful than helfpul, and look at how far technology has come! There will be a technological replacement for waterbenders soon enough.)

Oh man. I try to cover so many situations that I actually wound up doing both brothers who bend different elements (the older fire, the younger earth) AND bloodbending without the full moon first. Though I should note my brothers weren't mixed and the elder was six years older. And the younger had a twin sister.
AS FOR KORRA OCs.
I have Intan, the ex-gembender who was glad to lose her bending. She never did get along with the Lieutenant. The shipping happened spontaneously after the finale. >_>
I have an as-yet unnamed young woman who uses her bloodbending to heal and tries not to get caught bloodbending.
And I have an AtLA OC I imported to Korra, a nonbender who sympathises with the Equalists but as they grow more extreme starts to go "wait what D:"; her brother is a chi-blocker.
(omg Asami as Tony. I guess that makes Korra Bruce?)

Well, it's technically a minibang. Only 1000 words. And it's more about her losing her bending, but Lieu is an important character, as is Amon.
PRETTY MUCH WHY I CREATE OCs. Krisuk was "what if someone else discovered bloodbending independently". Yujiro were "so those colonies. are they considered spiritually fire nation? could a Fire Nation child be born an earthbender if he had no earth blood?"
(EXACTLY. Also if Hiroshi is Howard I think that makes the Lieutenant Steve.)
