Mostly traffic laws, truth be told, but he breaks other laws as well. It isn't like the law is used to punish wrongdoers, anyway. He learned that when they took his dad away.
Haru has heard the talk of the kids who are trying to save the world from the hell it has become -- or at least to get vengeance for what happened to the Air Nomads and the Southern Water Tribe.
He can't really blame them for it, either.
So he breaks his traffic laws, and his online friend Sedna breaks her computer laws, and when he spies three children running from Ba Sing Se police, he pulls over and offers them a ride out of there.
