so is this free-and-open, such that it can be taken and strewn about and hacked at... or Free-but-owned, such that one has to still do that on the sly?

He's fine with people downloading it for personal use, and nobody's stopping you from hacking at it for personal use as well, but eventually he'd like to use the IP in a computer RPG one day so as far as putting hacked bits up all around the web or incorporating them into a public work, maybe not.

I am trying to encourage him to pick a CC-license, but he might not do that.

Yeah, sounds like he wants attribution, noncommercial, non-derivative.
