are the department stores in the PI offer tote bags??? If not, I think they should start offering tote bags to lessen the use of plastic for packaging. And like some of the stores here in the US, they should give incentives or discounts for shoppers that use their tote bags instead of plastic bags. whatcha think???

I very much agree to the idea and implementation of not using plastic, by using other materials or bags. I usually ask the one in charge of the packaging not to put the small items I buy or the ones that I will use already. It might be a little thing to do but it would really make a big difference in saving mother earth. God Bless and take care! ;)
here in Taipei, plastic bags are not free with purchased grocery items so people bring bags made of cloth. I got mine from Manila because I hate plastic bags for environmental reasons din bukod pa sa madali itong malabit or masira.
